declared eligible based on income and criminal history checks by the

individuals are without means to provide for themselves when funds
are available, OCAP can make a one-time rent/mortgage payment to

utility payment to provide persons with assistance through crisis
times in their life. The Weatherization program assists in achieving a
healthy living environment and to reduce energy consumption in the
dwellings of low-income persons to aid those households least able to
afford high energy cost. Fatherhood classes as wellEligible persons include those with very low income, disabled,
and/or elderly and have no means available to assist themselves. Those
eligible for the Fatherhood Initiative Program will be men will be
referred to the program through the Child Support Court system and
