      Weatherization program assists in achieving a healthy living environment
      and to reduce energy consumption in the dwellings of low-income persons
      to aid those households least able to afford high energy cost.
      Eligible persons include those with very low income, disabled,
      and/or elderly and have no means available to assist themselves. Those
      eligible for the Fatherhood Initiative Program will be men will be referred to
      the program through the Child Support Court system and the Department
