      counseling and homebuyer education. Program can provide emergency
      shelter for recent homeless. Program may offer of rent and/or utilities
      payment assistance if eligible individuals are at least one month behind
      in rent. Agency can also provide some food and clothing assistance, with
      specific programs for children and seniors.
      All clients eligible for utilities, housing, and food assistance
      will live in Barbour, Coffee, Geneva, Henry, Dale, or Houston counties
      and will have suffered a loss of income within previous two months. The
      Brown Bag program is for seniors 60 years or older and requires proof
      of income. Child Food Program and School Supplies Program are for
      children of low to no income families.

      programs, if available. Program manages multiple units across the city. 
      Under the Public Housing Program, the applicant must
      qualify as a family and be under the HUD prescribed income limits.
      The head of household must be 19 years of age or older or 18 years old
      and married. The applicant must pass comprehensive screening which
      includes background checks on criminal history, previous landlord
      references, other housing authorities, employers, social service agencies,
      court records and the like. Under the Section 8 program, the family is
      declared eligible based on income and criminal history checks by the
      Hartford HA.
